The short version

  • Only a handful of these carry a legal penalty. Start with the DVLA, your vehicle logbook and your insurers, because those are the ones with consequences beyond inconvenience.
  • The electoral register is the sleeper. It does not fine you, but an out of date entry can slow a mortgage or credit application months later.
  • Moving between two Scottish councils means closing one Council Tax account and opening another, and for most households that handles your water and sewerage charges too.
  • Royal Mail redirection is a safety net, not a substitute. It buys you time to update the things you forgot.

The notifications that carry a legal penalty

Three address updates are legal obligations rather than housekeeping: your driving licence, your vehicle registration certificate, and the microchip record for any dog you keep. All three are free to update and all three can bring a penalty if you leave them.

The driving licence and the V5C vehicle logbook are separate records held by the DVLA, and updating one does not update the other. People routinely do the licence, assume the car is covered, and then find the logbook still shows an address they left two years ago. Both need doing, and both should be done as soon as you have moved rather than at some point during the following month.

The dog microchip database is the one almost every moving guide omits. Keepers are required to keep their contact details current on the database their animal is registered with, which is a separate organisation from the vet. If the details are stale, a found dog cannot be returned to you, which is the entire point of the chip.

If you hold a licence that is tied to an address, such as a shotgun or firearm certificate, that has its own notification requirement and its own timescale. Check the terms rather than assuming the DVLA update covers it.

The ones that quietly invalidate your cover

Insurance is priced against the address, so an address you no longer live at is not a cosmetic error. Car insurance is rated partly on where the vehicle is kept overnight, and home cover applies to a specific building. Neither follows you automatically.

Tell your motor insurer before you move rather than after. The premium may go up or down depending on the postcode, but the risk you are avoiding is a claim being questioned because the vehicle was not kept where the policy said it was.

Home insurance needs more thought than a change of address, because you are usually not changing an address at all. You are ending cover on one property and starting it on another. In a Scottish purchase, arrange for the new cover to be in force from your date of entry, and check with your solicitor when risk actually passes, because that is set out in the missives rather than by a general rule.

If your belongings will sit in storage between the two dates, that is a third situation again. Contents in transit and contents in store are not always covered by the same policy, so ask the question before the van is loaded rather than afterwards. What an out of date electoral entry does to a mortgage application

The electoral register is the quietest item on the list and the one most likely to cause a problem months later. Lenders and credit reference agencies use it to verify that you live where you say you live, and a missing or stale entry is a common reason an application stalls.

Register at the new address as soon as you arrive. It takes a few minutes, it is free, and it feeds the credit file that a lender will check the next time you apply for anything. If you are moving mid purchase and expect to apply for further borrowing, this one is worth doing early rather than leaving until you have unpacked.

There is a second reason to do it promptly. Failing to respond to a registration enquiry from the council can itself bring a penalty, so ignoring the letter that arrives after you move is not a neutral act.

While you are dealing with financial records, the same visit should cover your bank, any savings provider, credit cards, pension providers and anything holding investments in your name. None of these carries a legal deadline, but all of them send correspondence you do not want going to a stranger.

Council Tax when you cross a Scottish council boundary

Scotland has thirty two councils, so a move of a few miles can put you under a different authority. Moving from Glasgow to East Renfrewshire or East Dunbartonshire means closing one Council Tax account and opening another, not transferring a single one.

Tell both councils, and tell them the date of entry rather than the date you finished unpacking. The commonest failure here is paying two authorities for an overlapping fortnight because nobody was told when the first liability ended.

For most Scottish households this also settles the water question. Water and sewerage charges are collected alongside Council Tax by the local authority rather than billed separately, so closing the Council Tax account generally closes the water charge with it. Gas and electricity work differently again. Take a meter reading at both properties on the day, photograph the meters, and send the readings to the outgoing and incoming suppliers. A photograph with a visible date settles a disputed bill far more quickly than a remembered number.

Health, family and anyone who needs to find you

If you have moved out of your GP practice catchment, you need to register with a new one rather than simply update your address. Practices in Scotland cover defined areas, and staying registered somewhere you no longer live can cause problems when you need an appointment.

The same applies to your dental practice, and to any hospital clinic that has you on a waiting list or a recall. A missed appointment letter is how people quietly fall off lists they waited months to join.

Beyond healthcare, the list is short but easy to overlook: your employer’s payroll and HR records, HMRC, any school or nursery, the Student Loans Company if you have a balance, and the DWP if you receive any benefit or pension payment. Anything that pays you money or asks you for money needs to know.

The order to work through it in

Working alphabetically is why people give up halfway. Working by consequence means the items that can cost you money or invalidate cover get done first, and the ones that merely cause annoyance get done when you have time.

What Royal Mail redirection does and does not cover

Redirection forwards post addressed to you by name at your old address. It is a paid service, it needs setting up before you move rather than after, and Royal Mail asks for several working days of notice, so it is not something to arrange the night before.

What it will not do is redirect anything addressed to “The Occupier”, which is how a good deal of official and utility post arrives. It also does not update anybody’s records, so when it lapses the post simply starts going to the new occupants of your old house.

Treat it as a net that catches the things you forgot, and use the period it runs to work out what those things were. Every redirected letter is a record you have not yet updated.

Who you do not need to tell

Some items on the standard internet checklist are simply not necessary, and chasing them wastes time you could spend on the ones that matter.

  • Your passport. A UK passport does not carry your address, so there is nothing to update and no need to renew early.
  • Your National Insurance number. It is not address linked, and updating HMRC covers what needs covering.
  • Your bank account number or sort code. These stay with the account, not the address.
  • Anything you are about to cancel anyway. If a subscription is ending, let it end rather than updating it first.

There is also a case for not rushing the whole list. If you are moving into rented accommodation for a few months while you buy, updating dozens of records to a temporary address and then updating them all again is work done twice. Do the legal ones and the insurance, use redirection for the rest, and complete the job when you reach the address you are actually staying at.

Common questions about changing your address

How quickly do I have to tell the DVLA I have moved?

As soon as you have moved. It is a legal requirement rather than a suggestion, it is free to do, and the driving licence and the vehicle logbook are two separate updates that both need making. Leaving either can bring a penalty.

Will changing my address affect my car insurance premium?

It may, in either direction, because where a vehicle is kept overnight is one of the factors used to price the policy. That is not a reason to delay telling your insurer. A policy showing the wrong address is the problem you are trying to avoid, and it matters far more than a change in premium.

Do I need to tell two councils if I move within Scotland?

If you cross a council boundary, yes. You close the account with the authority you are leaving and open one with the authority you are moving to. If you move within the same council area, it is a single change of address on an existing account. For most households the water and sewerage charge is handled through the same billing.

Is Royal Mail redirection worth setting up?

For most moves, yes, as a backstop rather than a solution. It catches correspondence from organisations you forgot about, which is the whole difficulty with a list like this. Set it up before you move, since it needs a few working days to start, and use the letters it forwards as a to do list.
